為積極營造良好的國際語言交流環境，搭建中外居民友好交流平臺，展現轄區中外居民語言和文化風采。深圳市龍華區外事局主辦“2023年中外居民雙語演講比賽”，本次大賽于2023年3月31日啟動，誠摯邀請您參加。

To shape an enabling environment for international communication, build a platform for friendly exchanges between Chinese and expat residents, and showcase their language and cultural styles, the Foreign Affairs Bureau of Shenzhen Longhua District is to host the “2023 Bilingual Speech Competition for Chinese and Expat Residents” starts from  March 31, 2023. The contest is now open for registration. Join us!

比賽形式 Contest Format

比賽分為中國居民組和外國居民組，中國居民講英語，外國居民講漢語，中外居民雙語演講比賽分為兩個階段進行。

Contestants will be divided into two groups: Chinese residents and expat residents groups. The former shall speak English, the latter Chinese. The contest will take place in two stages.

參賽視頻符合規定進入初賽的選手可獲得大賽頒發參賽證明及活動紀念徽章。

A Certificate of Participation and specially crafted badge are to be offered to all entries qualified for the Preliminary.

初賽作品及要求

1、選手需圍繞主題自行決定演講題目，可結合自身在深工作、生活經歷以及體驗感悟等展開演講。要求演講緊扣主題、結構完整、邏輯通順、中心明確且含有個人觀點和立場。

2、參賽選手自行錄制演講視頻，總時長在2-3分鐘，拍攝設備不限，要求選手正臉出鏡，發言流暢，圖像清晰、聲音清楚。不得對視頻進行編輯、剪輯等加工處理（如：字幕、特效、動畫、背景音樂等），否則將視為無效參賽視頻。

3、作品提交方式：請選手將完成的演講稿和演講視頻，提交至指定郵箱：longhua-speech@qq.com。郵件標題請標注“雙語演講比賽+姓名+聯系方式”，（姓名和聯系方式請與報名信息保持一致）。

4、中國居民需全程采用英語，外國居民需全程采用漢語。

5、主辦方尊重和保留創作者的署名權；報名參賽即默認主辦方對參賽作品擁有非商業性質的宣傳使用權。

Preliminary Requirements

I. Contestants are free to decide on a speech topic relevant to the subject. Speech content shall center on contestants’ work and life experience in Shenzhen. Speech shall be to the point, well-structured, logical and smooth, clearly defined in gist, and contain personal views and stances.

II. A 2- to 3-minute video work needs to be submitted. At least a bust shot is required in the video. Contestants shall speak relatively fluently. The video shall offer high definition and clear voice. Videos with edits (subtitles, special effects, animation, background music, etc.) will be considered invalid.

III. Submission: please email your submitted work and video to longhua-speech@qq.com, with the subject of “Bilingual Speech Competition+your name+your telephone number”. (please extract the information from your registration).

V. Chinese contestants shall use English, expatriate contestants Chinese.

IV. The host fully respects and reserves the authorship of contestants; registering for the competition automatically grants the organizer the non-commercial promotional rights to the submitted works.

評選流程

1、我們在提交作品時間截止后3個工作日對所有選手視頻進行初步篩選，不符合比賽規定的視頻即為無效視頻，不具備初賽參賽資格。

2、符合規定的參賽視頻將進入初賽，我們將組織專業評委在5個工作日內對初賽視頻進行綜合評分。根據評委打分結果最終評選出中國居民10人、外籍居民10人進入決賽。通過龍華外事online公眾號公布決賽入圍名單公布和決賽比賽時間。

Selection Process

I. Primary screening starts within 3 workdays after the submission deadline. Videos that do not meet relevant requirements will be considered invalid. Qualified videos enter the Preliminary.

II. Professional experts will conclude scoring the videos within 5 workdays. 10 Chinese contestants and 10 expatriate contestants will qualify for the final according to the scores. Finalists and competition time will be available on the official account “龍華外事online”.
