Reduce or exempt property rents for enterprises of Longhua District and state-owned enterprises at district level.

Longhua District shall exempt a 3-month rent for those tenants that rent the business property of district government and state-owned enterprise at district level (excluding spaces for innovative industries), that is the rent for the state-owned portion from March 1 to May 31, 2022. Other market entities are encouraged to cut or exempt the housing rent referred to the practices of enterprises mentioned.

For the community joint-stock companies, that cut and exempt rent amount to more than 600 thousand yuan from March 1 to May 31, 2022 (based on the rent of community joint-stock companies), and enterprises that operate and manage industrial parks, office buildings and shopping malls, Longhua District shall offer 20% of the rent exempted to subsidize those enterprise(capped at 2 million yuan for a single enterprise). • About Enterprises

Help key industries deal with the disruptions from COVID-19.

Longhua District will offer 20% of the actual rent that tenants pay from March 1 to May 31, 2022 to subsidize the following enterprises that have contributed to anti-epidemic work and that have ran the business in the right time, and that have been or will be categorized as enterprises above designated size: accommodation industry (excluding quarantined hotels), catering industry and automotive sales industry, scenic spots that have be included in the statistics, travel agency, cinema, sports sites and entertainment venues (capped at 200 thousand yuan for a single enterprises), excluding those who rent the spaces for innovative industries or have enjoyed article 1. • About Cross-border Logistic

Reduce import and export logistics costs for enterprises.

Audited by the third party specially, Longhua District will offer 30% of the cross-border logistic actual expenditure from March 1 to May 31, 2022 to subsidize the those hundred strong enterprises, which develop the cross-border transportation business through marine,  land, aviation as well as railway, capped at 1 million yuan for a single enterprise. • About Projects Under Construction

Allowance for temporarily suspending  will be given away to the projects under construction.

For all the projects under construction in our district, which are supervised by Housing and Construction Bureau, Water Authority, Urban Administration, Transport Bureau and sub-district office, the government will subsidize CNY 900/person for the enterprise when the government asks to suspend legally at the emergency time. The enterprises have to enter the numbers of laborers into “Two Systems” platform a day before work stoppage. And the subsidy will be given away to laborers’account by enterprises on“Two Systems” platform.  (Corresponding competent organizations: Housing and Construction Bureau of Longhua District)

• Financial Support

Lower loan costs for enterprises.

Enterprises above designated size (excluding real estate and financial enterprises) that have received or will receive new loans (rollovers are taken as new loans) from local banks and other financial institutions from March 1 to May 31 2022, shall be exempted from 50% of interest of a maximum of 3-month loans, capped at 2 million yuan for a single enterprise. Lower the guarantee fee for enterprises.

Enterprises that have applied or will apply for credit guarantee from guarantee agency in Longhua District from March 1 to May 31 2022, shall be exempted from 50% of the guarantee fee paid actually, with a maximum of 500 thousand yuan for a single enterprise. Subsidize anti-epidemic insurance.

Enterprises that have purchased or will purchase anti-epidemic insurance products and services from March 1 to May 31 2022, shall receive 50% of the insurance premium paid, with a maximum of 50 thousand yuan for a single enterprise. Improve the services between banks and enterprises.

Match-making meetings on relief financial services for stable enterprises shall be held, so as to guide enterprises to make the most of favorable policies, and to offer loans to all enterprises that need them with credit risks left at check. Closer attention shall be paid to track enterprises with financial difficulties, and to enhance finance supply capacity to meet its demands. • About Tax

Implement tax cut or exemption policies and services.

Implement the VAT credit refund system on small and micro firms in time, ensure the outstanding and incremental VAT tax credits can be fully refunded. To further help small enterprises with low profits lighten the tax burden, the additional deduction ratio of small and micro scientific and technological enterprises will be increased. “Six taxes and two fees” exemptions shall be thoroughly applied in small and micro firms. Enterprises that are affected by the epidemic and have difficulties in tax declaration and  fail to file taxes on time can apply to taxes departments for postponing the filing of taxes and taxes payment. • About Employment

Beef up assistance to enterprises instabilizing employment and saving jobs.

Four types of hundred strong enterprises (The average number of people paying unemployment insurance from March to May in 2022 should not be less than 95% of that in January 2022) that lay of no or few employees can be subsidized CNY 500/person (according to the number of people actually paid unemployment insurance in March 2022), with a maximum of 200 thousand yuan for a single enterprise. • About Supplies and Devices for the Epidemic Prevention and Controls

Help the enterprises ease the burden of epidemic prevention and control.

Four types of hundred strong enterprises that provide masks, forehead thermometers,  disinfectants and nucleic acid testing products for the employees, and that apply detection reagents, medical equipment for epidemic prevention, smart thermometers, digital information acquisition and unmanned vehicles, shall be subsidized CNY 100/person (according to the number of people actually paid unemployment insurance in March 2022), with a maximum of 200 thousand yuan for a single enterprise. • Scientific and Technological Support for Epidemic Prevention

Continue to support technological breakthroughs.

Research institutes and enterprises that develop COVID-19 deduction reagents, vaccinations, therapeutic antibodies, inhibitors and other prophylactic and therapeutic drugs as well as diagnostic equipment, shall receive 500 thousand yuan as reward if the their results and products are put into practice. And, if the products are selected to “Guidance catalogue for the promotion and application of the first major national, provincial and municipal technological equipment in 2022”, the institutes and enterprises shall be rewarded extra bonus with 2 million, 1 million and 500 thousand correspondingly. • Tailored Support Measures for Enterprises

Establish mechanisms to meet enterprises' demands.

Dedicated consultation hotline shall be set up and service specialist shall be tasked to response to enterprises’ appeals in time. (Corresponding competent organizations: Government Services Data Authority of Longhua District)

Keep advancing reform to delegate powers, improve regulation and improve services.

Keep expanding the coverage of “preferential treatment without application”, continuously optimizing convenient services for people and enterprises, facilitating online government affairs, helping the enterprises “untie its hands” at a maximum level (Corresponding competent organizations: Government Services Data Authority of Longhua District)

• Establish special legal aid.

Enterprises with disputes concerning contract execution and labor relations disrupted by epidemic prevention and control, shall have access to services including emergency public legal consulting and legal aid.(Corresponding competent organizations: Justice Bureau of Longhua District)

Establish tailored mechanisms of law enforcement.

Lead industries share resource and help each other.

Government encourages the leading enterprise to found industrial bailout fund, which can ease the difficulties of assorted related industries, so as to fight the epidemic and boost production with joint efforts, stabilizing the industrial chain and supply chain. Enterprises are encouraged to cope with the difficulties of production and operation affected by epidemic. Tiered analysis and classified monographic study shall be carried out of enterprises that are strongly effected by COVID-19 and that suffer great loss of production and operation. The Research and Development Bureau and other competent organizations of Longhua District are responsible for the interpretation of these measures.

Relevant support measures at national, provincial and municipal levels shall be fully implemented. If policies in same categories come into conflict at different levels, policy with the strongest support shall be delivered to enterprises. These measures are put into effect from released date until August 31 2022.(Article Nine is excluded, it is effective from released date until December 31 2022.) Application guidelines and SOPs shall be formulated and implemented faster by corresponding competent organizations.
