Certain Measures for Facilitation of the Development of Parallel-import Automobiles in Shenzhen Municipality have been approved by Shenzhen Municipal People's Government and is hereby issued to you for your conscientious implementation. 關于促進深圳市平行進口汽車發展的若干措施 Certain Measures for Facilitation of the Development of Parallel-import Automobiles in Shenzhen Municipality

為推動我市汽車平行進口試點工作，加快推進汽車流通領域供給側結構性改革，制定本措施。

For the purpose of promoting parallel import car pilot in Shenzhen and accelerating supply-side structural reform in auto industry, the Certain Measures for Facilitation of the Development of Parallel-import Automobiles in Shenzhen Municipality are formulated.

一、完善口岸配套設施

I. To Improve Supporting Facilities at the Ports

（一）支持進口汽車停靠場地建設。在大鏟灣一期碼頭范圍內建設進口汽車臨時停放庫，滿足1500輛進口汽車臨時停放需求。（責任單位：寶安區政府、市經貿信息委、交通運輸委、規劃國土委、國資委）

(I) To Facilitate Construction of Parking Lot for Imported Cars. Temporary parking lot for imported cars shall be set up within Port of Da Chan Bay Phase I to host 1,500 imported cars. (Units concerned: Bao'an District People's Government, Economy, Trade and Information Commission of Shenzhen Municipality, Transport Bureau of Shenzhen Municipality, Planning and Natural Resources Bureau of Shenzhen Municipality, State-owned Assets Supervision and Management Commission of Shenzhen Municipal People’s Government)

（二）完善平行進口汽車檢測設施。支持建設平行進口汽車“10抽2”檢測實驗室，實現本地口岸進口汽車就地檢測。支持機動車車管服務場地建設，建設較大規模的車管服務窗口、機動車查驗場地，實現深圳口岸平行進口汽車車管業務就近辦理。（責任單位：寶安區政府、市公安局、規劃國土委）

(II) To Improve Testing Facilities of Parallel-import Cars. The Shenzhen Government shall facilitate to set up "2 out of 10" testing laboratory for on-site testing of imported cars at local ports. Efforts should also be made to support construction of motor vehicle management service site, large-scale vehicle management service window and motor vehicle inspection site, thereby realizing nearest handling of parallel import car management business at the ports in Shenzhen. (Units concerned: Bao'an District People's Government, Public Security Bureau of Shenzhen Municipality, Planning and Natural Resources Bureau of Shenzhen Municipality)

二、加大財政扶持力度

II. To Intensify Financial Support

（三）培育壯大汽車進口市場主體。支持跨國整車進口企業總部、區域總部、結算中心及大型汽車銷售集團落戶深圳，加大對海外貨源、遠洋航線、汽車金融、零配件供應、售后服務、倉儲物流等企業的招商力度，實現規模經濟，打造產業集群。優化汽車平行進口試點企業認定辦法。建設汽車展示交易、金融服務、零部件集散、文化體驗等功能區域。（責任單位：市投資推廣署、經貿信息委、發展改革委、寶安區政府、口岸辦、規劃國土委、交通運輸委、金融辦）

(III) To Foster and Amplify Major Players in Imported Car Market. The Shenzhen Government shall introduce multinational imported car enterprise headquarters, regional headquarters, settlement centers and larger automobile trading groups into Shenzhen, and strengthen investment promotion for enterprises engaging in overseas goods sources, ocean routes, automobile finance, components supply, after-sales service, warehousing and logistics, thereby realizing scale economy and building industrial clusters. The certification approaches for parallel-import car pilot enterprises shall be optimized. Functional areas, such as auto show transactions, financial services, components collection and distribution and cultural experience, shall also be built. (Units concerned: Invest Shenzhen, Economy, Trade and Information Commission of Shenzhen Municipality, Municipal Development and Reform Commission, Bao'an District People's Government, Office of Port of Entry and Exit of Shenzhen Municipal People's Government, Planning and Natural Resources Bureau of Shenzhen Municipality, Transport Bureau of Shenzhen Municipality, Shenzhen Municipal Financial Service Office)

（四）降低平行進口汽車企業運營成本。對企業進口平行汽車的，按每臺次給予一定標準的獎勵。對平行進口汽車的調撥物流及保稅倉儲費用、經營服務性收費、滾裝船運輸費用、信用證押匯利息和信用證開證手續費給予一定比例的資助。支持企業自主申請汽車整車進口3C初始認證證書（不含改款、換代、不同排量認證），認證通過給予一定比例的認證費用資助。支持企業新建相關售后維修平臺和車輛改裝生產線。（責任單位：市經貿信息委、財政委）

(IV) To Lower Operating Costs of Parallel-import Car Enterprises. Enterprises engaging in parallel import of cars will be rewarded as per standards for each car. They will be funded as appropriate concerning allocation logistics, bonded warehousing costs, operating service charges, roll-on and roll-off transportation costs, documentary credit bill interest and L/C issuing charges. Enterprises shall be encouraged to apply for China Compulsory Certification independently (excl. facelift, upgrading and displacement certification), and therefore funded as appropriate upon approval. New after-sale repair platforms and refitting production lines should be given a boost. 三、優化汽車進口營商環境

III. To Optimize Business Environment for Imported Cars

（五）提升通關服務便利化。在汽車進口口岸海關設置業務窗口，對進口汽車提供“一站式作業”和“5+2”預約式個性化的通關服務。支持符合條件的汽車進口企業享受預審價等通關便利措施，進口汽車進入海關特殊監管區域后可辦理檢驗檢測與認證抽查手續。壓縮整體通關時間三分之一，依托國際貿易“單一窗口”實現汽車進口報關數據的電子化傳輸和對碰，提升汽車進口通關服務便利化。（責任單位：深圳海關、市口岸辦、經貿信息委）

(V) To streamline customs clearance service. Shenzhen Government shall set up business counter at the customs center of the port of entry to provide "one-stop service" and "5 + 2" personalized appointment customs clearance services. Qualified imported car enterprises shall be supported in getting access to quick customs clearance services such as the pre-entry valuation. After entering the special customs supervision zone, the imported cars may undergo inspection, testing and spot-check certification. As a result, overall clearance time can be cut by one third, electronic transmission and checking of imported car declaration data can be realized relying on "One Counter" for international trade, and import clearance service will be more convenient. （六）拓寬金融服務渠道。加強銀企合作，推動銀行業金融機構運用關稅保函、保證擔保、未來貨權質押、倉單質押、遠期結售匯等多種金融服務，滿足企業日常經營的合理資金需求，幫助企業規避匯率風險。引導進出口銀行、國家開發銀行、中信保公司等政策性金融機構及商業銀行加強與平行進口汽車試點企業或進出口貿易公司的合作，降低整車進口企業的融資成本。鼓勵符合資質的企業發起設立汽車金融公司，提供購車貸款、汽車經銷商采購車輛貸款等配套金融服務。（責任單位：市金融辦、經貿信息委）

(VII) To Diversify Financial Services. Shenzhen Government shall strengthen the cooperation between banks and enterprises, bolster banking institutions to provide rational financial support for enterprises at a lower risk of exchange rate by means of financial services, such as customs guarantee, banking guarantee, future cargo pledge, warehouse receipts pledge and long-term settlement and sales of foreign exchange. To lower financing cost of car import enterprises, Export-Import Bank of China, China Development Bank, China Export & Credit Insurance Corporation and other policy-oriented financial institutions and commercial banks shall be guided to strengthen their cooperation with parallel-import car pilot enterprises or import-export trading enterprises. Qualified enterprises shall be encouraged to establish auto financial companies which will provide car loans and other financial services for individuals as well as car dealers. 四、完善綜合保障機制

IV. To Improve the Comprehensive Security Mechanism

（七）建立試點工作機制。建立由分管市領導為召集人的深圳市平行進口汽車試點工作聯席會議制度，成員包括市經貿信息委、發展改革委、財政委、交通運輸委、市場和質量監管委、公安局、國資委、口岸辦、前海管理局、寶安區政府、深圳海關等，提供全方位協調服務，及時解決行業發展中存在的困難和問題。有關責任單位應在本措施實施半個月內研究出臺具體的配套措施。

(VII) To Establish Pilot Working Mechanism. The Municipal Government shall establish a joint meeting system on parallel import car pilot under the charge of Municipal officials. Its members include Economy, Trade and Information Commission of Shenzhen Municipality, Municipal Development and Reform Commission, Finance Bureau of Shenzhen Municipality, Transport Bureau of Shenzhen Municipality, Market Supervision and Regulation Bureau of Shenzhen Municipality, Public Security Bureau of Shenzhen Municipality, State-owned Assets Supervision and Management Commission of Shenzhen Municipal People’s Government, Office of Port of Entry and Exit, Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen Municipality, Bao'an District People’s Government and Shenzhen Customs District. This joint meeting system seeks to address the difficulties and issues arising in the development course of parallel import car industry and provide comprehensive coordination services. The units concerned shall promulgate corresponding measures within half of a month after the implementation of these Measures.

（八）健全行業服務機制。鼓勵成立行業商協會，發揮行業組織政企溝通橋梁作用，及時反映企業合理訴求，在行業主管部門的指導下建立行業自律機制，強化行業自律管理。

(VIII) To Improve Industry Service Mechanism. Shenzhen Government shall advance establishment of industry association to serve as a bridge between industry institutions and government for better communication. The industry association will undertake to reflect enterpries' reasonable appeals timely and build a self-regulating system for enhanced self-management under the guidance of competent authorities.

V. Miscellaneous

（九）本措施所指企業為深圳市注冊企業，汽車須經深圳口岸進口。本措施由市經貿信息委負責解釋，自2018年11月20 日起實施，有效期三年。

(IX) The enterprises referred to in these Measures are registered in Shenzhen. Cars are required to be imported via the port of entry and exit of Shenzhen. The Economy, Trade and Information Commission of Shenzhen Municipality holds the right for interpretation of these Measures which came into effect from November 20, 2018 and remained in force for the next 3 years.
