Implementation Measures of Longhua District of Shenzhen City for Accelerating the Development of Headquarters Economy

Chapter I: General Provisions

Article I: These Measures are formulated to encourage and promote the high-quality development of the headquarters economy in Longhua District, in accordance with relevant municipal policies.
Article II: Headquarters enterprises, as defined by these Measures, are those recognized through prescribed procedures, aligned with the city and district’s industrial development orientation, and registered, taxed, and operating in Longhua District. Such enterprises should have independent legal status and perform key management functions like investment, R&D, sales, and financial settlement.
Article III: The Longhua District Headquarters Economy Development Leading Group ("Leading Group") oversees headquarters economy growth, resolves major issues, and identifies headquarters enterprises. The Headquarters Office under the District Development and Reform Bureau handles identification, financial support, and daily operations.

Chapter II: Identification Process and Criteria
Article IV: Headquarters enterprises are identified in batches from March to October annually through a process including notification, application, review, verification, public disclosure, and certification.
Article V: Enterprises meeting one of the following may apply for headquarters status:

  1. Operating in Longhua for over a year with an output value ≥ RMB 400 million and local financial contribution ≥ RMB 8 million.

  2. Operating for less than a year with paid-up capital ≥ RMB 100 million and projected output value and contributions meeting set benchmarks within three years.

  3. Listed on major domestic or international stock exchanges with a market value ≥ RMB 1 billion.

  4. Recognized as a municipal-level headquarters enterprise operating in Longhua.

  5. High-growth enterprises with a valuation ≥ USD 1 billion or ≥ 50% annual output growth over three consecutive years.

  6. Enterprises recommended by competent industry departments for strategic contributions to Longhua’s industrial ecosystem.

Chapter III: Support Measures
Article VI: The District will allocate special funds annually for headquarters enterprise support.
Article VII: Settlement rewards are available for newly established enterprises meeting performance commitments, with support up to RMB 60 million.
Article IX: Rental subsidies of up to 50% for R&D and production spaces are available for three years, with annual caps depending on ownership status.
Article X: Enterprises purchasing R&D and production spaces for the first time may receive RMB 3,000 per square meter, with total support capped at RMB 30 million.
Article XI: Senior executives may receive personal income tax support for up to three years.
Article XII: Digital transformation initiatives are encouraged, with project support provided by the District Bureau of Industry and Information Technology.
Article XIII: Headquarters enterprises are encouraged to establish industrial chain funds to promote cluster development, coordinated by Longhua Industrial Capital Investment Co., Ltd.
Article XIV: Headquarters enterprises will be prioritized for district-level services and financial support from institutions.
Article XV: Talent housing, children's education, and healthcare support are available, with implementation by relevant District bureaus.

Chapter IV: Management and Supervision
Article XVI: The District will maintain a directory of headquarters enterprises, conducting annual reviews and adjusting the list dynamically. Enterprises failing to meet standards for two consecutive years will lose their headquarters status and become ineligible for support for three years.
Article XVII: Enterprises must report significant changes, such as mergers or relocations, to the Headquarters Office within 10 working days.
Article XVIII: Enterprises must maintain operations in Longhua for at least five years after receiving their last financial support. Breaches of commitments will result in termination of support, recovery of subsidies, and inclusion in the enterprise credit information system.
Article XIX-XX: Enterprises engaging in significant litigation, fraud, or deception will be disqualified from support and penalized under relevant laws.
Article XXI: The District will conduct regular performance evaluations of the headquarters economy support funds.

Chapter V: Supplementary Provisions
Article XXII-XXVII: These articles define key terms such as local financial contributions, ownership, and senior executives. They clarify eligibility for concurrent policy benefits, stating that enterprises can only receive the most favorable support option in cases of overlap.
Article XXVIII: Tax liabilities for received rewards will be borne by the enterprise or individual.
Article XXIX: Number-based expressions such as “no less than” include the stated figure.
Article XXX: The District Development and Reform Bureau is responsible for interpreting these Measures.
Article XXXI: These Measures took effect on October 8, 2021, for a term of five years, replacing previous measures. Enterprises identified before the effective date remain entitled to benefits under previous or current policies, as applicable.
